This has its origins in harness racing but made the cross over in the 60's
when form guides gave form elements that harness racing papers had had for
many years.

Further, if you get to rule 7 (c) and have not yet been able to find a
selection (give up) then the system will eventually pick every runner.
That's right. From 7c onwards the system is asking you to pick a runner if
its finish position (1 or 2 or 3, 789, whatever) is inside its actual finish
on the track. 2 lengths. 4.2 lengths whatever. Doing that will lead to you
picking every runner in the race, on form, or what purports to be form.
