I'm not 100% sure but does the MBL apply before 9am on raceday?
I had a similar issue with bet36crap, where I'm pretty much banned. When I
enquired they said I had to wait until after 9am on race day. And sure
enough I can get on to the MBL amounts after that time.
Maybe it's just that.
